The California Air Resources Board, otherwise known as CARB, has mandated that any off-road gasoline combustion engines and equipment sold in the state of California be required to meet lower emissions standards.  This equipment standard has mandated that all fuel lines meet a maximum permeation rate of 15gms/m2/day.  This mandate consists of two phases, Phase I mandates all off road engines 25 hp and below, which was to be initiated by January 1, 2006.  Phase II mandates all off road engines above 25 hp, which was mandated to start January 1, 2008.

The EPA 2010 Mandate takes the CARB requirements and applies them at the Federal level and expands the requirement to include Marine engines.
